NON STATE ACTORS APEX ALLIANCE (NSAA)

 

Towards development of a  DOMESTIC RESOURCE MOBILIZATION AND FINANCING OF THE SUSTAINABLE DEVELOPMENT GOALS (SDGS) Strategy

 

  1. Introduction

NSAA is a coalition of eight organisations representing the Churches, NGOs, Business and Lobour. Its aim is to strengthen the capabilities of member organisations to effectively and meaningfully influence the policy formulation in Zimbabwe.

 

NSAA is calling for reputable individuals or organizations to undertake a research towards development of a domestic resource mobilization and financing strategy for the Sustainable Development Goals (SDGs). The research is commissioned in order to gain an in-depth understanding of and generate information on the possibilities of raising resources towards the successful implementation of the SDG framework in order to accelerate economic development.  The study is expected to come up with strategic policy recommendations to inform lobby and advocacy work by NSAA and other stakeholders with the hope of influencing the fundraising policy framework for Agenda 2030 in Zimbabwe. NSAA will engage with various stakeholders through dialogue and wide public dissemination of the findings of the report through various church, business, labour and civil society forums. The study will use a structured methodology, based on a wealth of quantitative and qualitative techniques to be carefully articulated in the researcher proposal.

 

From this study; state and non state actors will be able to develop strategies to strengthen their capacity to positively engage with relevant stakeholders as strategic partners in economic development. NSAA will draw important lessons on how it can contribute more effectively to Agenda 2030 through its structures and forging of strategic linkages with government and civil society. Overall, this study is going to bring about important recommendations for stakeholders including civil society, government, regional and international bodies. The NSAA therefore seeks to engage a Consultant for purpose of making recommendations that will aid the domestic and financing strategy for the SDGs.

 

  1. DECRIPTION OF ASSIGNMENT

  1. Overall objective

The overall purpose of the study is to analyse the possibilities of domestic resource mobilization and the implementation of the SDGs in Zimbabwe.
 

  1. Specific Objectives of the study

The specific objectives of the study include:

  • To explore the current state of domestic resource mobilization strategy for SDGs.

  • To advise on policy interventions that will enhance domestic resource mobilization including proposing a database of possible sources of financing the SDGs.
     

  1. Methodology
     

The methodology will be proposed in the institution’s bid. The methodology will be further refined in consultation with the Cluster lead and presented in the Inception Report.
 

The proposal to undertake the Study should clearly indicate the specific data collection methods i.e. field visits, desk studies, review of secondary literature, and interviews with key informants and stakeholders. Interviews may include telephone, email and personal interviews.
 

The research methodology must be underpinned by participatory mechanisms to ensure full ownership and participation by member organisations and their various constituencies. Thus it must show how the Church, Business, Labour and NGOs will be involved at all stages of the research including problem identification, review of data and validation of findings.
 

  1. ORGANISATION OF WORK (REPORTING STRUCTURE)

The Consultant will:

  • Work closely with the NSAA  Enabling CSOs Environment and Policy Advocacy Cluster and the NSAA Secretariat

  • Report to the NSAA Project Coordinator

The expected starting date for the assignment is 11 December 2017 and is expected to be completed within 14 days.

The assignment will be carried out nationwide

 

  1. DELIVERABLES / OUTPUTS

 

The Researcher is expected to submit the following reports:

 

  1.       First Draft – following completion of the data collection, the researcher will submit a draft report for review by NSAA, within the agreed time frame.

 

  1. Final Draft – one week after NSAA has reviewed the first draft and communicated its comments to the researcher, the researcher will produce the final draft of the report.

 

6. QUALIFICATIONS, SKILLS AND EXPERIENCE OF RESEARCHER

The following skills, experience and competencies are required:

 

  • At least a Masters level qualification in a relevant discipline such as Economics, Business Studies

  • Extensive knowledge and experience in financing economic development blue prints

  • Detailed knowledge of Zimbabwe’s economic and financial processes and institutions and familiarity with the work of non state actors

  • Extensive experience in working with a wide range of key state and non state actors in economic and

  • Experience in working in the area of violence prevention and peace building in other countries will be a distinct advantage.
