Introduction

The National Association of Non-Governmental Organisations (NANGO) is the coordinating body of Non-Governmental Organisations (NGOs) operating in Zimbabwe. It is a non-partisan, non-profit making, and non-denominational organisation mandated to coordinate and represent the NGO sector in Zimbabwe. Through its mission, NANGO commits itself to lead NGOs, strengthen, represent, and coordinate their work by creating space, and promoting networking, dialogue, and engagement to enable the fulfilment of members’ visions and missions. NANGO seeks to achieve its mission by fulfilling its vision of having a proactive community of NGOs responsive and committed to the sustainable development needs of all people in Zimbabwe and the full realisation of human rights, democracy, good governance, and poverty alleviation. NANGO through this vacancy notice seeks to fill the position of Accounts Clerk which has arisen in the organisation.

 

Job Description

Under the direct supervision of the Finance and Administration Manager, the successful candidate will be expected to work on a full-time basis during the assigned period. Among other duties, they are expected to:

  • assist in establishing an effective filing system that can provide easy access to information and proper documentation of all financial requirements.
  • ensure all typical donor financial accounting and reporting requirements for documentation of expenditures are met and facilitate attribution of expenses to donors.
  • assist in facilitating any institutional or donor-specific external audit process in a timely, efficient, and effective fashion.
  • keep financial records updated, prepare reports, and reconcile bank statements.
  • run accountingsoftware programs (e.g. Pastel) to process business transactions, such as accounts payable and receivable, disbursements, expense vouchers, and receipts.
  • prepare receipts and bank deposits in a timely fashion.
  • facilitate processing of payments, ensuring accuracy of computation, and completeness of supporting documentation.
  • assist in the maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in the database using existing accounting software, and travel claims and other entitlements are duly processed.

WORK EXPERIENCE

  • A minimum of 3 years of progressively responsible experience either in accounting, financial management, or auditing in the NGO Sector is an added advantage.
  • Previous experience of working with and through development partners or donors.
  • Demonstration of knowledge and understanding of NGO accounting systems and internal controls and procedures.

Background to ZAN
The Zimbabwe AIDS Network (ZAN) was established in 1992 as a membership driven network to coordinate Civil Society Organisations (CSOs) response to the HIV/AIDS pandemic. As an organization and a network, we have evolved over the years, with some of our traditionally supported civil society organization growing bigger than the network. We have over time realized our strength and our niche in line with our national mandate of coordination of CSOs, in strengthening organizational and institutional capacity and support strategic and resource mobilization planning. In 2018 ZAN underwent a rebranding process in order to cope with ever changing developments in the HIV and AIDS sector such as dynamics of the epidemic; TB and other NCDs which has to be contextualized into the SDGs and changes in the funding environment. The organization has assumed the name; Zimbabwe AIDS Network: Civil Society Coordinating Platform on HIV/AIDS, SRHR and Health. The network membership includes CBOs and CSOs responding to HIV, TB and programming around Sexual Reproductive Health (SRHR) and other non-communicable diseases; Faith Based Organisations (FBOs) involved in health promotion interventions and mission hospitals also constitute part of the network membership.

 

Functional Responsibilities
The Programs Officer will work under the overall direction and supervision of the National Director, at ZAN.
Duties include;

  1. Linking/ sharing data and reports for sectors, networks, regional and national level advocacy.
  2.  Defining and setting advocacy agenda for CSOs and network communities based on national focus,
    indicators, and noted gaps.
  3. Identifying, reinforcing, and creating opportunities for engagement with all key stakeholders in the HIV response through backward and forward engagement mechanisms to support advocacy.
  4. Use CLM data to provide informed, network, and communities responsive decisions in support of broad-based engagement of communities with the aim to promote wider, uptake, use and sustainability of Zimbabwe’s HIV response.
  5. Use its existing network membership structures, its presence and representation on national level structures such as the CCM, PEPFAR, Health Committees and other national level committees to propagate and support CLM feedback and updates across Zimbabwe.
  6. Organize, support and engage targeted stakeholders/ institutions and support systems for responses and advocacy asks.
  7. Develop and manage the implementation of all monitoring, evaluation, learning and reporting plans, systems, and processes;
  8. Establish and maintain an effective M&E database and M&E reporting (MER) system;
  9. Preparation of reports and submitting them to the National Director
  10. Any other assigned related duties

Education/Experience

  • Bachelor’s degree in Social Work, Health Education and Promotion, or related qualifications

  • A working knowledge of Zimbabwe’s health management information systems and M&E processes as they relate to data collection for performance-based reporting;

Job Description

General functions:   Under the direct supervision of the Programmes Manager, in coordination with other Programme Units; the successful candidate will be expected to work on a full-time basis during the assigned period. Among other regional administrative duties, he/she is expected to:

  • Facilitate and maintain regular communication with members in the region.
  • Update and maintain a membership database and other relevant partners.
  • Establish professional relationships with members, partners, and other key constituencies.
  • Administer the Regional Office filling system, maintaining, logging, filling, and updating records in the prescribed format for subsequent use.
  • Coordinate monitoring efforts, measuring results and impact of programmes, and activities in liaison with the head office including reporting on developments and trends in the Region.
  • Provide operational and logistical support towards the implementation of project activities and the fulfilment of Regional Office obligations.
  • Facilitate dialogue and engagement platforms between NANGO and key stakeholders including government officials, parliamentarians, and the private sector in the Region.

Organisational Setting
Through its Country Offices, or FAO Representations, FAO assists governments to develop policies, programmes and projects to address hunger and malnutrition, and provides technical support for the sustainable development of their agricultural, fisheries and forestry sectors. The activities of the FAO Country Offices include design and implementation of country-tailored field programmes, liaison with local donor representatives, and active public awareness-raising and outreach activities related to FAO initiatives such as the World Food Day.

The Communication Officer will serve specifically two projects: The project “PROMOVE Agribiz” and the Agro-Industrial Development Programme (ProDAI) respectively funded by the European Union and Italian Agency for Development Cooperation (AICS). The objective of both projects is to contribute to sustainable, inclusive and broad-based economic growth and poverty reduction in the context of national food and nutrition security as well as climate change. The specific objectives are: i) to improve food and nutrition security and resilience of smallholders through climate-smart and nutrition-sensitive agriculture development in the provinces of Nampula and Zambézia; and ii) to enhance rural competitiveness through increased participation of smallholders and Micro, Small – Medium Enterprises (MSMEs) in economic activities, economic diversification, improved access to rural services and improved rural investment climate in the provinces of Nampula, Zambezia, Sofala and Manica. Both projects relay on important institutional cooperation at central, provincial and district level. The broad range of stakeholders from Public, Private and Community Based Organizations, requires a significant of communication, information and visibility actions.

The position is located in the FAO Representation in Maputo, Mozambique.

Reporting Lines
The Communication Officer reports to the FAO Representative, under the direct supervision of the Technical Adviser/Head of Programme and in close collaboration with Project Coordinator(s), and in liaison as necessary with the Regional Communications Officer at RAF.

Technical Focus
To increase visibility of the projects and promote awareness of their activities and impact, the Communication Officer will develop and manage an effective strategy for producing key communication materials and surfacing them on the organization’s main platforms, identifying and increasing FAO participation in relevant events, and providing assistance to the communication team of the FAO Representation in Mozambique when required. S/he will also develop the relevant information materials to be broadcasted for large audience of farmers.

Call for Youth Advisory Panel (YAP) members

The Regional Sexual and Reproductive Health and Rights (SRHR) Fund is a regional funding mechanism that was set up in 2010 by Hivos Southern Africa and Ford Foundation to strengthen SRHR work in the region.

The Fund was established in recognition of the critical need for a strategic regional response to collectively address the myriad of SRHR issues in Southern Africa with particular attention to young people and adolescents as well as to provide an opportunity for donors to coordinate their support to SRHR in the region.  In 2017, Hivos with support from Sida’s Africa Department – Unit for Regional SRHR extended the scope and reach of the Fund to cover East and Southern Africa (ESA).

The Fund will be implementing the second phase of the project titled “Adolescent and Youth SRHR Inclusive Access Initiative” from March 2023 to December 2026. The new phase of the Fund will focus on strengthening and empowering youth and youth led organizations to increasingly defend and promote their SRHR, engage and influence duty bearers to increasingly design, adopt and implement laws and practices that promote the SRHR of adolescents and young people and finally to strengthen and empower youth researchers to generate evidence on SRHR in the ESA region. 

Through this phase, the Fund seeks to establish a Youth Advisory Panel (YAP) as a mechanism for the Fund to meaningfully engage the project’s rightsholders (adolescents and youth) and ensure their voice, participation and leadership on strategic actions, implementation, grant making, monitoring and evaluation of the project.

Role of YAP members

YAP members will:

  • Design mechanisms for meaningful youth engagement across the project
  • Participate in decision-making on key aspects of the project including grant-making processes
  • Provide technical input and support to the Fund and its partners
  • Participate in Fund activities and processes

The Regional SRHR Fund is seeking adolescents and youth below the age of 30 years from Zambia, Zimbabwe, Malawi, Kenya and Uganda to serve as YAP members. Participation in YAP is on a voluntary basis.

Responsibilities of the YAP member volunteers

  • Provide strategic information to the Regional SRHR Fund about young people’s involvement and representation in program designing, grantee’s proposal appraisal, planning and decision-making processes
  • Provide advice on emerging Sexual Reproductive Health and Rights (SRHR) issues and concerns for youths within the focus countries.
  • Assist the Regional SRHR Fund with consultation processes with young people in focus countries.
  • Raise awareness and advocate on digital platforms (Facebook, Instagram, Twitter and YouTube) for youth SRHR issues, rights and interests
  • Promote and encourage the involvement of youths in advocating for provision of SRHR services in the focus countries
  • Provide advice on the various aspects of the Regional SRHR Fund’s work.

Selection criteria

The following criteria will guide the selection of YAP members:

  • Be a young person aged 15 to 29 years that live, work and/or study in any of the focus countries (Kenya, Malawi, Uganda, Zimbabwe and Zambia).
  • Be passionate about SRHR issues and meaningful youth engagement
  • Be available and committed to participation in the Fund’s activities and project
  • Be inclusive and aligned to Hivos’ values and code of conduct including safeguarding, anti-corruption and fraud policies
  • Be willing to commit to human rights approaches and consider a broad range of SRHR views that reflect the diverse societies across the East and Southern Africa region.

Consultancy: Review and Update of the NANGO Finance Policy and Manual

1. Background and Rationale

Established in 1962, the National Association of Non-Governmental Organisations (NANGO) is the umbrella coordinating body of Non-Governmental Organisations (NGOs) operating in Zimbabwe. It is a non-political, non-profit making and non-denominational organisation mandated to coordinate the activities of NGOs and represent the NGO sector. Through its mission, NANGO commits itself to lead NGOs, to strengthen, represent and coordinate their work by creating space, promoting networking, dialogue and engagement to enable the fulfilment of members’ visions and missions. NANGO seeks to achieve its mission by fulfilling its vision of having a pro-active community of NGOs responsive and committed to the sustainable development needs of all people in Zimbabwe and the full realisation of human rights, democracy, good governance, and poverty alleviation. NANGO operates nationally in five Regions in Zimbabwe with regional offices in Harare, Bulawayo, Gweru, Masvingo, and Mutare. The organisation has a membership base of 1273 NGOs and Community-Based Organisations (CBOs). NANGO operates in a diversified environment comprising NGOs of different backgrounds and to that end, NANGO categorises the work of its members into sectors to ensure relevance and adequate representation for each thematic cluster.

NANGO has developed a new strategic plan which will guide the operations of the association for the next three years (2023 – 2025). One of the key result areas and strategic focus of the new strategic plan is Strengthening the NANGO Governance framework. The governance of NANGO as an association for NGOs operating in the country plays a critical role in safeguarding the vision of the organisation. Further, NANGO’s governance structure should resemble good corporate governance and should be used as a true benchmark by its members. To that end, the implementation of key reforms and continued capacity strengthening of the organisation becomes pivotal to ensure these governance structures and policies consistently evolve, remain relevant, and continue to drive the association’s priorities as well as increase agility and transparency in decision-making, risk management, and focus on key strategic issues. The organisation, therefore, seeks to implement a stronger governance model and Organisational Development framework (including strengthening of systems and procedures) to ensure the improvement of its performance and accountability.

 

2. Purpose and Scope of the Consultancy

The overall objective of this assignment is to review and update the NANGO Finance Policy and Manual

 

Specific Objectives:

  1. To review and update the Finance Policy and Manual, responding to the current needs and expectations regarding Financial Management and Accountability.
  2. To facilitate orientation of the Board and Staff on the updated Finance Policy and Manual for effective implementation of the policy once approved.

 

3. Proposed Methodology and Deliverables

The consultant will provide strategic and technical support to NANGO in the review and update of the Finance Policy and Manual. It is suggested that the process follows the below phases, which will be finalized with the consultant once s/he has his/her own proposed methodology:

 

  1. Inception Phase (to refine the scope of work, methodology, process and timelines, as well as the expected deliverable)
  2. Desk Review of the existing Policy and Consultations (to gather and analyse key documents available and input from Board and Management)
  3. Update of the Finance Policy and Manual. Deliverables: Draft updated policy, oral presentation of the updated Policy to NANGO Management and Board; Final Updated Policy after incorporating feedback

 

4. Practical Details

The consultancy is likely to commence by the 10th of April 2023 and finalised by the end of April 2023.

 

5. Consultant Profile

The consultant should have the following qualifications and experience:

 

  • Masters Degree in Accounting, Financial Management, Charter Accountant or other relevant subject preferred.
  • Minimum of 10 years working experience in the NGO sector of Zimbabwe and/or international development in the area of Financial Management, Accounting or Auditing.
  • Expert knowledge of NGOs financial management and accountability.
  • Demonstrated experience in accounting standards, accounting software and payroll systems.
  • Excellent research, analytical and writing skills.
  • Ability to work independently and deliver on time.
  • Written and spoken fluency in English is required.
  • Excellent presentation, interpersonal and facilitation skills.

 

6. Summary of Key Expected Deliverables

  1. It is expected for the consultant to prepare an updated Financial Policy and Manual for NANGO in English not exceeding 45 pages (recommended but not limit to) including all the revised formats and tools.
  2. Recommendations for technical or software interventions,
  3. Orientation meeting on how to implement the Policy and new changes proposed.

TERMS OF REFERENCE: ANALYSIS OF CYBER SECURITY LAWS AND IMPACT ON HUMAN RIGHTS DEFENDERS IN SOUTHERN AFRICA

BACKGROUND

The Southern African Human Rights Defenders Network (Southern Defenders) is a robust regional institution driven by the urgent need to provide effective, holistic, responsive, and feminist-grounded protection to human rights defenders (HRDs) at risk. The Southern Defenders is a network comprising representatives from human rights organizations in ten countries in Southern Africa. It was institutionalised in February 2013 after years of incubation in different regional and national organisations. The Southern Defenders have a primary mandate to coordinate the protection and security of HRDs in the region and to enhance their ability to work in their particular countries, in the face of state-driven or supported repression. Other than responding to emergencies, the Southern Defenders’ priorities building of institutional, and individual resilience through proactive and preventative models. This includes reinforcing the responsibility of the States and other organs of the state to protect, promote and fulfil human rights. In this regard, creating and sustaining conditions necessary for the protection and promotion of human rights is indispensable. Such conditions can be through laws, practices and other administrative measures.

The advance in technology has brought convenience to daily lives. Most southern African countries are touting technology as an opportunity to build their economies into modern and technology-driven middle-income countries. Regional development and indicative plans from the Southern African Development Community (SADC) are placing newer technologies such as artificial intelligence, virtual-augmented reality, and cloud computing as part of the fourth industrial revolution that will change their economies and improve the lives of ordinary people. but it has also brought significant challenges to HRDs. Global intergovernmental organisations such as the United Nations, through its various developmental entities and political offices, have also touted digital cooperation and partnership as essential to global growth and stability. These statements of intent notwithstanding, there are various challenges that have been encountered by HRDs in pursuit of their right to defend human rights online and offline.

SCOPE OF WORK

The use and deployment of technology to grow economies have created several intended and unintended consequences for HRDs. First, in many countries, the right to defend human rights is not statutorily recognised or at the very least not codified beyond the constitutional rights of assembly, association, expression and peaceful protest. These rights manifest offline as much as in online spaces. HRDs in the SADC region continue to face increased violence offline as much as online harm. Through its consultations with HRDs, the Southern Defenders has noted in an increase in online violations and cyber insecurity from the exclusion of community rural HRDs from accessing digital public goods due to costs, to insecurity occasioned by state interests, among others. To advance these goals, governments are enacting laws on data protection, cybercrimes, interception of communications, and smart cities. These laws are largely covered under the rubric of cybersecurity laws. The Southern Defenders seeks the services of a consultant(s) to analyse the impact of the various cyber security laws enacted by governments in Southern Africa on the right to defend human rights.

SPECIFIC TASKS

 

Specific responsibilities include following

  1. Desk review and analysis of specific laws of cyber security laws in Southern Africa in select countries.
  2. Desk review and analysis of the Southern African Development Community (SADC) approach to HRDs and cybersecurity.
  3. Identify case studies and examples of digital violations against HRDs and best and emerging practices of responding.
  4. Craft parameters for an advocacy agenda for HRDs digital rights protection in Southern Africa.

About WCoZ
Women’s Coalition of Zimbabwe (WCoZ) is a network of women’s rights champions and women’s rights organisations in Zimbabwe with national structures established in 1999. WCoZ brings women from diverse backgrounds to advocate for the attainment and enjoyment of their rights and ensure that the women and girls empowerment agenda remains central to the national development agenda.

Background of the Consultancy
WCoZ is working on an intervention which seeks to strengthen feminist leadership and movement culture through development and implementation of strategies and policies that will support and sustain Zimbabwe’s women’s movement broadly. It is against this background that, WCoZ is inviting expressions of interest from interested consultant/s to develop a Conflict Mapping and Response Mechanism Strategy.

 

Tasks under the Consultancy

The UNESCO-APCEIU 9th Youth Leadership Workshop on GCED 2023 is now accepting applications. Since 2015, the Asia-Pacific Centre of Education for International Understanding (APCEIU) has been focusing on youth empowerment through global citizenship education.

 

Every year, the Youth Leadership Workshop on GCED (Global Citizenship Education) is organized, bringing together 50 young leaders from around the world to discuss, share, exchange, network, and learn. The Workshop, which serves as a place for mutual growth and partnership, has trained over 400 young changemakers from around the world.
