The goal seeks to take urgent action to combat climate change and its impacts. The legal and policy framework for the goal is in place. Section 73 of the Constitution of Zimbabwe provides for environmental fundamental rights and freedoms. Zimbabwe has ratified the Paris Agreement on climate change. The country has a National Climate Policy which aims to enable Zimbabwe to establish the legal structures to regulate businesses in climate-related matters, and enable them to reduce their greenhouse gases emissions. The Policy further focuses on adaptation with regard to rural communities and agriculture.

Other policies include the National Child Friendly Climate Policy, Renewable Energy Policy, the Forest Policy and other strategies aimed at achieving climate resilience and sustainable development. These include the Agriculture Manual for Agriculture Education in Zimbabwe, National Climate Change Response Strategy, National Environmental Policy and Strategies and National Climate Change Learning Strategy. The Government developed the Long-term Low Greenhouse Gas Emission Development Strategy (LEDS), for the period 2020-2050, in response to the global climate change crisis. The Climate Smart Agriculture policy will help in the adaptation to climate change.
